Good health is to a great extent the responsibility of the individual. But
the Ministry plays a major role in educating and providing information to
the public on how they can maintain good healthy lifestyles. The Ministry
also plays a key role in reducing illness in Singapore through the control
and prevention of diseases and ensuring that the resources are allocated
appropriately to do this.

that Singaporeans have access to good and affordable healthcare that is
appropriate to needs
Ministry of Health is responsible for ensuring that health care in
Singapore is charaterised by good clinical outcomes and professional
standards, and that services delivered are appropriate to each patients'
needs. While we emphasise the principle of co-payment, we must also ensure
that healthcare remains affordable to Singaporeans.

medical excellence
Our healthcare system is well regarded and Singaporeans have benefited
from it. Increasing numbers of foreign patients seek treatment in
Singapore. We will build on this so that we become even better known for
certain areas in health care.
The state of health in
Singapore is good by international standards. The infant mortality rate in
1999 stood at 3.2 per 1000 live births while the average life expectancy
rate was 77.6 years. Rising standards of living, high standards of
education, good housing, safe water supply and sanitation, a high level of
medical services and the active promotion of preventive medicine, have all
helped to significantly boost the health of Singaporeans. The leading
causes of morbidity and mortality are currently the major non-communicable
diseases such as cancer, coronary heart diseases, strokes, diabetes,
hypertension and injuries. Cancer and cardiovascular diseases together
accounted for approximately 62% of the total causes of death.
